No. The Vahi was never kept with Tahu's masks, it was too valuable and too powerful to be someplace it could be accessed relatively easily. Plus the Vahi showed up in story after thos events.

1) If the Nuva masks had not been destroyed, yes.
2) It was simply the only one there at the time.
